习近平总书记明确提出“实施创新驱动发展战略,最根本的是要增强自主创新能力,最紧迫的是要破除体制机制障碍,要向改革开放要动力,最大限度释放全社会创新创业创造动能,不断增强我国在世界大变局中的影响力竞争力”,这为新时代中国创新创业创造工作指明了前进航向、提供了根本遵循。李克强总理提出并大力倡导的“大众创业、万众创新”,为激发全民族的创新基因、创业精神和人们在创造财富过程中更好实现精神追求和自身价值注入了强大动力。
立足新发展阶段、贯彻新发展理念、服务构建新发展格局,中国创新创业创造50人论坛应运而生。今天,我们相聚广州,正式启动“中国创新创业创造50人论坛”。论坛集聚中国创新创业创造教育者、研究者和实践者,以服务国家高质量创新发展为导向,坚持守正创新,不忘本来、吸收外来、面向未来,着力丰富创新创业创造教育新体系,积极构建创新创业创造研究新生态,助力推动高等教育“创业型”转型新范式。

定位
中国创新创业创造50人论坛,为非官方、非营利性质的学术智库组织,由国内外(早期以国内为主)具有一流学术水准,享有较高社会声誉的创新创业创造教育专家、企业家、政府部门及行业智库专家等共同发起成立,其定位是创新创业创造理论与实践研究的专业性高端智库和高品质交流平台。

愿景、使命、宗旨和核心价值观
【愿景】 荟聚全球高校创新创业创造教育专家、企业家、政府及行业智库专家,力争将“中国创新创业创造50人论坛”打造成全国领先、世界知名的创新创业创造领域专业性高端智库,以及“政、产、学、研、用、就、创”七位一体的高品质交流平台,为纵深推进大众创业、万众创新提供理论支持和智力赋能。
【使命】为中国创新创业创造研究凝聚思想动力,为创新创业创造实践提供行动指南,为积极推动全球“创业型”大学教育范式转型做出独特贡献。
【宗旨】全心全意服务创新创业教育事业,全心全意服务中国经济创造伟业。
【核心价值观】 崇德守正,开创开放,共建共享,求是求实,担当奉献。

机制
论坛将实行以下机制:
1.形成机制。中国创新创业创造50人论坛的成员,本着自愿参加与动态调整的原则形成。
2.运行机制。论坛设立主委会和秘书处,主委会行使统筹和管理职能,秘书处负责日常工作。同时,实行轮值主席制,每年由轮值主席承担该年度的工作任务执行,秘书处配合。
3.会议机制。定期(暂定一年两次)举办50人论坛闭门会,深入讨论对创新创业创造教育、研究面临的若干重大和共性问题,以及论坛自身待商议事项;不定期适时举办形式多样的研讨会,致力于回应有关创新创业创造教育、研究、实践中的热点问题和难点问题。
4.交流合作机制。增进和深化教育与产业、科技和政府的联系,通过数字化、网络化、智能化,与时俱进地推动新时代大学与社区、区域、城市和社会之间的新型互动关系和合作关系,积极推进产、教、科、城融合。
5.推广机制。推广方式包括(但不限于):以普及中国创新创业创造教育为目标的工作坊、讲座、论坛、游学等活动;以解决中国创新创业创造教育问题为目的的专刊、期刊、网站、公众号等媒介;以增强中国创新创业创造教育在公共领域的传播力、影响力为旨趣的专报、评论、文章等观点和言论;出版系列白皮书、专著、译著和教材;发布区域(或/和国家)创新创业创造指数、内参专报和咨询报告。
6.靶向机制。坚持“有所为有所不为,有选择地追求卓越”的原则,聚焦创新创业创造教育、研究、实践中的重点、关键、难点问题,以及公益性创新、社会创业等热点问题和公众议题深入研讨、力求突破,以尽快形成早期收获。

行动倡议
1.我们高度关注创新创业创造领域正在发生的结构性、颠覆性、集成性变革。我们认为应该从当下面临的一些重大关键问题和共性突出问题出发,面向未来积极探索和实施切实可行的解决方案,推动教育链和人才链、产业链、创新链的有机衔接和融合发展。
2.我们呼吁从学科体系、学术体系、话语体系、教材体系和评价体系入手,助力建构中国创新创业创造新体系,为高等教育深刻变革和创新型国家建设提供思想先导和理论武装,让“创新创业创造”汇聚成新时代高等教育和经济社会高质量发展的磅礴动力。
3.我们强调创新创业创造教育研究必须遵循教育变革规律和经济社会发展规律,深入探究创新创业创造研究的教育意义、科学意义、经济意义、社会意义和文化意义,致力于推进基于创新创业创造的人才培养与国家政策、产业升级、经济社会发展的深度融合,找准高校、政府、企业、社会在创新创业创造生态系统中各自的生态位。
4.我们强调高校应该把创新创业创造教育融入专业教学和人才培养的全过程,大力弘扬创新精神、科学精神、企业家精神、奋斗精神、劳动精神、工匠精神、公益精神和精益精神,自觉推动创新创业创造教育与思想政治教育、专业教育、科技成果转化、国际教育深度融合。通过深化课程体系、教学方法、实践训练、队伍建设等关键领域改革,全力培养新时代德智体美劳全面发展、堪当民族复兴使命和社会主义现代化建设大任的高素质人才。
5.我们强调应该从哲学社会科学体系构建的重要性出发,着力构建有中国特色的创业学体系,讲好中国创新创业创造故事,发出中国创新创业创造声音,形成中国创新创业创造力量,积极在全球形成中国创新创业创造研究的国际话语权。
6.我们呼吁构建创新创业创造人才的评价标准,以促进创新创业创造成果导向和持续改进。我们呼吁更加积极评价创新创业创造人才对全社会的积极贡献。
7.我们强调全球创新创业创造教育与研究者是人类命运共同体,应该携起手来共同推进全球创新创业创造教育与研究工作,为构建更加美好、和谐、创新的世界做出我们这代人应有的贡献。

General secretary Xi Jinping clearly pointed out that “implementing the development strategy driven by innovation, the most fundamental thing is to enhance the capability of independent innovation. The most urgent thing is to break away from the obstacles of system and mechanism, and to drive the reform and opening up to the maximum extent, to release the whole society's innovation and entrepreneurship and create momentum, and to continuously enhance the competitiveness of China in the great changes in the world.” This has pointed out the way forward and provided fundamental guidance for China's innovation, entrepreneurship and creation in the new era. The "mass entrepreneurship and innovation" proposed and strongly advocated by Premier Li Keqiang has injected a strong driving force into stimulating the innovative gene and entrepreneurial spirit of the whole nation and people's better realization of spiritual pursuit and their own value in the process of creating wealth.
Based on the new development stage, implementing the new development concept, serving and building a new development pattern, the 50 people forum on China's innovation and entrepreneurship came into being. Today, we gather in Guangzhou to officially launch the "50 people forum on China's innovation, entrepreneurship and creation". The forum gathers Chinese educators, researchers and practitioners of innovation, entrepreneurship and creation. Guided by serving the country's high-quality innovation and development, it adheres to positive innovation, remains true to our original aspiration, absorbs foreign resources and faces the future, focuses on enriching the new system of innovation, entrepreneurship and creation education, actively constructs a new ecology of innovation, entrepreneurship and creation research, and helps promote the new paradigm of "entrepreneurial" transformation of higher education.

Positioning
The 50 person forum on China's innovation, entrepreneurship and creation is a non-governmental and non-profit academic think tank organization. It is jointly initiated and established by domestic and foreign (mainly domestic in the early stage) innovation, entrepreneurship and creation education experts, entrepreneurs, government departments and industry think tanks with first-class academic standards and high social reputation, It is positioned as a professional high-end think tank and high-quality exchange platform for theoretical and practical research on innovation, entrepreneurship and creation.

[Vision] Gather experts in innovation and entrepreneurship education, entrepreneurs, government and industry think tanks from around the world, and strive to develop the "50 people forum on China's innovation and entrepreneurship" into a national leading and world-famous professional high-end think tank in the field of innovation and entrepreneurship, as well as a high-quality exchange platform integrating "politics, industry, learning, research, application, employment and innovation"; provide theoretical support and intellectual empowerment for in-depth promotion of mass entrepreneurship and innovation.
[Mission] Condense the ideological power for China's innovation, entrepreneurship and creation research, provide action guidance for innovation, entrepreneurship and creation practice, and make unique contributions to actively promoting the transformation of global "entrepreneurial" university education paradigm.
[Purpose] Wholeheartedly serve the cause of innovation and entrepreneurship education, wholeheartedly serve China's economy and create great undertakings.

Mechanism
The forum will adopt the following mechanisms:
1. Formation mechanism. Members of the 50 people forum on China's innovation, entrepreneurship and creation are formed on the principle of voluntary participation and dynamic adjustment.
2. Operation mechanism. The forum has a main Committee and a Secretariat. The main Committee performs the functions of overall planning and management, and the Secretariat is responsible for daily work. At the same time, the rotating chairman system shall be implemented, and the rotating chairman shall undertake the work tasks of the year annually, with the cooperation of the Secretariat.
3. Conference mechanism. Regularly (tentatively twice a year) hold a closed door meeting of the 50 people forum to deeply discuss several major and common problems faced with innovation, entrepreneurship and creation education and research, as well as the matters to be discussed by the forum itself. Various seminars will be held from time to time to respond to hot and difficult issues in innovation, entrepreneurship and creation education, research and practice.
4. Exchange and cooperation mechanism. We will enhance and deepen the links between education and industry, science and technology and the government, promote new interactive and cooperative relations between universities and communities, regions, cities and society in the new era through digitization, networking and intelligence, and actively promote the integration of industry, education, science and city.
5. Promotion mechanism. Promotion methods include (but are not limited to): workshops, lectures, forums, study tours and other activities aimed at popularizing China's innovation, entrepreneurship and creation education; China's media such as special issue, periodical, website, official account, etc., aimed at solving the problem of innovation and entrepreneurship education in China. Special newspapers, comments, articles and other views and opinions aimed at enhancing the communication and influence of China's innovation, entrepreneurship and creation education in the public sphere; publish a series of white papers, monographs, translations and teaching materials; publish regional (or / and national) innovation and entrepreneurship creation index, internal reference special report and consulting report.
6. Targeting mechanism. Adhere to the principle of "making use of the advantages and avoiding the disadvantages", focus on the key, key and difficult issues in innovation and entrepreneurship education, research and practice, as well as hot issues and public issues such as public welfare innovation and social entrepreneurship, and strive to make breakthroughs, so as to form early harvest as soon as possible.

Action initiatives
1. We pay close attention to the structural, disruptive and integrated changes taking place in the field of innovation, entrepreneurship and creation. We believe that we should actively explore and implement practical solutions for the future from the perspective of some major key problems and common prominent problems faced at present, so as to promote the organic connection and integrated development chain of education, talent, industrial and innovation.
2. We advance to start from the system of discipline, academic, discourse, teaching material and evaluation, helping build a new system of innovation and entrepreneurship in China, provide ideological guidance and theoretical armed for the profound reform of higher education and the construction of an innovative country, and let the "innovation, entrepreneurship and innovation" converge into a magnificent driving force for the high-quality development of higher education and economy and society in the new era.
3. We emphasize that innovation, entrepreneurship and creation education research must follow the law of educational reform and the law of economic and social development, deeply explore the educational, scientific, economic, social and cultural significance of innovation, entrepreneurship and creation research, and strive to promote the deep integration of talent training based on innovation, entrepreneurship and creation with national policies, industrial upgrading and economic and social development, Identify the niche of universities, governments, enterprises and society in the innovation, entrepreneurship and creation ecosystem.
4. We emphasize that colleges and universities should integrate innovation, entrepreneurship and creation education into the whole process of professional teaching and talent training, vigorously carry forward the spirit of innovation, science, entrepreneurship, struggle, labor, craftsmanship, public welfare and lean, and consciously promote the transformation of innovation, entrepreneurship and creation education, ideological and political education, professional education and scientific and technological achievements Deep integration of international education. 6. We call for the construction of evaluation criteria for innovative and entrepreneurial talents, so as to promote the achievement orientation and continuous improvement of innovation and entrepreneurship. We call for a more positive evaluation of the positive contribution of innovative and entrepreneurial talents to the whole society.
7. We emphasize that education of global innovation, entrepreneurship and creation and its researchers are a community with a shared future for mankind. We should work together to promote the education of global innovation, entrepreneurship and creation and its research, and make due contributions of our generation to building a better, harmonious and innovative world.
Only "innovation" can advance, only "entrepreneurship" can be strong, and only "creation" can win. We firmly believe that the China Innovation and entrepreneurship 50 people forum will make important contributions to the development of innovation and entrepreneurship education and practice.
